Yellow lines motorist: 'I won't be moved'

Workmen are being prevented from painting double yellow lines in Leyland because an angry resident won't move his car.
Paramedic Chris Rowan decided to make a stand because he wasn't consulted over the parking restrictions outside his house in Elmwood Avenue.

So council workmen have had to paint the yellow lines around his car and won't be able to complete the job until he moves. He said: "I'm going to make it as awkward as possible."

The background to the dispute is that the junction of Elmwood Avenue and Broadfield Drive has been earmarked for traffic regulations since 2006.

Yet after delays of almost two years Lancashire County Council suddenly decided to act. Mr Rowan, 43, says that residents received no notice of the work. He said: "One person complained at the time and it was taken up by a local council official who agreed after using the junction himself, but they don't have to park here.
